Eng Zer Jun	f2e7d5477f	refactor: move from io/ioutil to io and os package (#17109 ) The io/ioutil package has been deprecated as of Go 1.16, see https://golang.org/doc/go1.16#ioutil. This commit replaces the existing io/ioutil functions with their new definitions in io and os packages. silverwind	8188176b58	Direct SVG rendering (#12157 ) Introduce 'make svg' which calls a node script that compiles svg files to `public/img/svg`. These files are vendored to not create a dependency on Node for the backend build. On the frontend side, configure webpack using `raw-loader` so SVGs can be imported as string.
