zeripath	8080e23c9b	Move go-licenses to generate and separate generate into a frontend and backend component (#21061) ... The `go-licenses` make task introduced in #21034 is being run on make vendor and occasionally causes an empty go-licenses file if the vendors need to change. This should be moved to the generate task as it is a generated file. When different prefixes are supplied, the result is the intersection. For example, "author:alice author:bob" => the result is all commits authored by Alice OR Bob "hello committer:alice" => the result is all commits committed by Alice AND has the keyword 'hello' in the message. Note that there should NOT have any space after the colon(:) of the prefix.
