Since `modules/context` has to depend on `models` and many other packages, it should be moved from `modules/context` to `services/context` according to design principles. There is no logic code change on this PR, only move packages. - Move `code.gitea.io/gitea/modules/context` to `code.gitea.io/gitea/services/context` - Move `code.gitea.io/gitea/modules/contexttest` to `code.gitea.io/gitea/services/contexttest` because of depending on context - Move `code.gitea.io/gitea/modules/upload` to `code.gitea.io/gitea/services/context/upload` because of depending on context	9 months ago

Addition to #22256 The `convert` package relies heavily on different models which is [disallowed by our definition of modules](https://github.com/go-gitea/gitea/blob/main/CONTRIBUTING.md#design-guideline). Lunny Xiao	783a021889	Never use /api/v1 from Gitea UI Pages (#19318) ... Reusing `/api/v1` from Gitea UI Pages have pros and cons. Pros: 1) Less code copy Cons: 1) API/v1 have to support shared session with page requests. 2) You need to consider for each other when you want to change something about api/v1 or page. This PR moves all dependencies to API/v1 from UI Pages. Partially replace #16052	3 years ago
