Giteabot	9b698362a3	Redefine the meaning of column is_active to make Actions Registration Token generation easier (#27143) (#27304) ... Backport #27143 by @lunny Partially Fix #25041 This PR redefined the meaning of column `is_active` in table `action_runner_token`. Before this PR, `is_active` means whether it has been used by any runner. If it's true, other runner cannot use it to register again. In this PR, `is_active` means whether it's validated to be used to register runner. And if it's true, then it can be used to register runners until it become false. That means even though it has been merged, the state of the feature is **EXPERIMENTAL**, and please note that: - It is disabled by default; - It shouldn't be used in a production environment currently; - It shouldn't be used in a public Gitea instance currently; - Breaking changes may be made before it's stable. **Please comment on #13539 if you have any different product design ideas**, all decisions reached there will be adopted here. But in this PR, we don't talk about **naming, feature-creep or alternatives**. ### ⚠️ Breaking `gitea-actions` will become a reserved user name.
