HesterG	1454f9dafc	Add actor and status dropdowns to run list (#25118) ... Part of #25042 1. Added actor and status dropdowns first in case something is offtrack and PR is too large. 2. Jason Song	edf98a2dc3	Require approval to run actions for fork pull request (#22803) ... Currently, Gitea will run actions automatically which are triggered by fork pull request. It's a security risk, people can create a PR and modify the workflow yamls to execute a malicious script. So we should require approval for first-time contributors, which is the default strategy of a public repo on GitHub, see [Approving workflow runs from public forks](https://docs.github.com/en/actions/managing-workflow-runs/approving-workflow-runs-from-public-forks). That means even though it has been merged, the state of the feature is **EXPERIMENTAL**, and please note that: - It is disabled by default; - It shouldn't be used in a production environment currently; - It shouldn't be used in a public Gitea instance currently; - Breaking changes may be made before it's stable. **Please comment on #13539 if you have any different product design ideas**, all decisions reached there will be adopted here.
