The reason is on the Makefile `GITEA_ROOT="$(CURDIR)" GITEA_CONF=tests/mysql.ini $(GO) test $(GOTESTFLAGS) -tags='$(TEST_TAGS)' $(MIGRATE_TEST_PACKAGES)` will return the error exit code.
