Don't panic on `ErrEmailInvalid` (#19441) (#19442)

- Backport #19441
  - Don't panic on `ErrEmailInvalid`, this was caused due that we were trying to force `ErrEmailCharIsNotSupported` interface, which panics.
  - Resolves #19397
